do we code ascites with cirrhosis of liver? (not due to alcohol)
or is it assumed?

To use the R code of Ascites, it is a manifestation code for the condition of Liver cirrhosis. I was always instructed to code the condition, not its manifestations. I would put the R code in the M1011/1017 of the oasis to capture its presence but just code the condition of Liver cirrhosis for the 485.
