Diabetes & PVD

I'm having an issue with coding PVD in diabetic patients... as I read the guidelines for "E11.51 Type II diabetes with diabetic peripheral angiopathy", I've always been under the impression that there is no need to add the additional code of "I73.9 PVD" to capture the PVD, as this is considered the combination code???

However, my OASIS Coordinator is having an issue with M1028. Coding "I73.9 PVD" pre-populates the "PVD" section to "Yes", but coding "E11.51" does not.

Does this pose an issue? Am I wrong to not add the additional code of "I73.9" to "E11.51"??
