ventral hernia causing small bowel obstruction

Hi, if a patient had a ventral hernia repair years ago with mesh and now he is having recurring obstructions because mesh isn't holding (patient refuses further surgery)- is that a complication?/failed or would I code the ventral hernia recurring and SBO? any thoughts?
