OASIS diagnosis codes match POC

Per chapter 10, the OASIS codes must match the UB. However, I am unable to locate CMS guidance stating the POC must match. Can anyone help?

    Quoting from the HCS-D study guide:
    According to the Medicare Claims Processing Manual, the codes for all diagnoses, primary and secondary, must match on the OASIS, plan of care (POC) and the UB-04 Claim Form.
