stroke syndrome

I located G46.4 for stroke syndrome. Is this code allowed as primary Dx for Home Health?

    I don't think it is allowed primary because there are instructional notes to code first the causal cerebrovascular condition (I60-I69).

    No, theres a coding note in the 2017 home health icd 10-cm coding manual from decision health that states: Home Health claims should not include acute CVAs...only code the residual of the CVA for home health.
