UTI and presence of Foley prior to UTI

I have a patient that has a diagnosis of UTI N39.0 and also had a Foley catheter present prior to UTI diagnosis. Is it appropriate to instead use the T83.511 code instead of using both N39.0 and Z46.6? Must I have documentation by MD that Foley is cause of infection or should it be assumed that this is a complication of the procedure as the Foley in and of itself is sterile?

You can query the MD of the complication, otherwise you cannot assume it
