htn and heart diseases/failure

In the Decision Health Coding Manual's Coding tips under I51.4 it states: if conditions included in I51.4-i51.9 are due to htn, then they are included in the I11 code category and shouldn't be coded separately.

My question is why does this tip say ARE DUE TO HTN, then they are included in I11 category when on page 955 instructions state, HYPERTENSIVE HEART DISEASE heart conditions classified to I50.- and I51.4-I51.9 are assigned to a code from category I11 when both conditions are present in the documentation. A cause and effect relationship is assumed, unless a provider states otherwise.

    Good, it was confusing me and I’m trying to educate our auditors. I wanted to make sure I was understanding it correctly. So basically, I should ignore that coding tip?
