I thought it was considered still active treatment when the treatment remained IV antibiotics or placement of a wound Vac into a wound. If the patient stabilized on IV Abx and was then well enough to downgrade to oral Abx, then the active treatment is no longer acute, but is sub-acute, "D". That is how I understood it.
