External cause codes

Does anyone use external cause codes in M1023? I was told that we do not use them in Homecare but while doing some webinar scenarios it had me code the external cause codes. For instance 3rd degree burn to upper left leg T24.312D, Z48.01, followed by X10.0xxd (contact with hot, drinks) Im just wondering if I was told wrong? I know I always had these as an inpatient coder! I appreciate all feedback!

    According to our billing dept, I must use external cause codes.

    I am under the impression they are not required unless your company policy specifically states they are. I don't use them either!
